HOME OWNERSHIP INITIATIVE IN THE
CORE REDEVELOPMENT DISTRICT
High home ownership rates, well maintained homes, and clean and safe streets are primary forces behind
stable and attractive neighborhoods. Pottstown, however, has long suffered from a decline in homeownership
and a rise of single-family homes that have been converted to apartments. Simultaneously, illegal conversions
have been allowed to fall through the cracks, and residents are less able financially to maintain their properties.
The result of this disinvestment over the years has been an overall deterioration of Pottstown’s residential areas
and a steadily falling demand for homes in this historic town. The initiatives laid out below are intended to
help Pottstown achieve the goals set out in the Core District Redevelopment Plan, including stabilizing the
existing building stock and tax base and improving the physical environment.
Two different loan programs are being implemented: a homeowner loan program and a rental unit conversion
program. The goal of the Homeowner Loan Program is to attract additional homebuyers to the Core District
through provision of funds for desired improvements, such as roof repairs, exterior painting, and kitchen and
bathroom upgrades. The Multi-Family Housing Conversion Program is intended to reduce rental density by
encouraging the permanent removal of one or two units from duplexes or triplexes.
